TRANSCOM Policies

Who is authorized to view a particular shipment? What must be done before authorization can be given? How should TRANSCOM users prepare for an upcoming shipment? Who should I contact if I have TRANSCOM Authorization policy questions? These are some of the questions that the TRANSCOM Shipment Policies page is designed to address. 

Authorization to View Shipment

The Department of Energy through various agreements has agreed to provide access to the TRANSCOM System to State and Tribal Governor's designees for Emergency Management preparation. The DOE Program Office that owns the shipment in coordination with the DOE/CBFO TRANSCOM Program Manager dictates the Authorization to View policies to the TRANSCOM Operations Center in the form of a Transportation Plan or other written documentation. 

User Authorization Criteria 

It is important to note that the TRANSCOM System is a tool utilized by these DOE Programs. Requests for access should be sent to the TRANSCOM Communications Center. This request will be forwarded to the DOE/CBFO TRANSCOM Program Manager for consideration. The DOE/CBFO PM will consult with the shipment Program Office and make the decision. All TRANSCOM users must meet the following three criteria prior to be granted access to TRANSCOM: 

1. Must complete computer security and system training. 

2. Must be personnel screened. 

3. Must have the need to know about information processed within TRANSCOM. 

Shipment Viewing 

Typically, an authorized user may view a shipment from departure until 60 minutes after shipment has crossed state line from the state the user resides in. Special privilege to view shipment until arrival is available for need to know. However, this viewing policy may differ from campaign to campaign. Preparation for Upcoming Shipment 

In preparation for an upcoming shipment, users should log onto the system the day before they anticipate tracking the shipment. Logging on the day before ensures that you have access to the pertinent information and your system is functioning properly.
